Samara Ashley is the Government Affairs Director. Appointed to the post in 2007, she is responsible for advising the Executive Director and the Harbor Commission on legislative issues and assisting in the formulation of the Port’s legislative agenda.

Margaret A. Huebner, SPHR, is the Director of Human Resources. Appointed in August 2010, she oversees the development, application and interpretation of personnel policies and procedures as they apply to the nearly 400 full-time Port employees.

Douglas L. Albrecht is the Director of Information Management, responsible for providing information technology leadership by improving business processes and implementing business-critical systems, providing technology expertise and ensuring that the Port’s technology users receive the highest customer service.

Randy J. Rich is the Director of Maintenance, appointed to the post in August 2005. He oversees 94 full-time employees and an operating budget of approximately $14 million for the Port’s Administration, Materials and Services, Utilities, Facilities, Infrastructure and Fleet Services Departments.

Karl Adamowicz is the Director of Real Estate, appointed in 2008 after serving a year as Acting Director. He joined the Port in 1997 as a Leasing Officer. The Real Estate Division is responsible for generating revenue through leases of Port property and facilities and plays a crucial role in implementing environmental policies.

Richard S. Baratta is the Director of Risk Management. His Division centralizes the Port’s risk management programs, providing oversight in such areas as insurance, contracts, claims adjustments and more. He oversees a four-person staff and a $2.3 million budget.
