
Director of Transportation Planning
Eric C. Shen, P.E., PTP, is the Director of Transportation Planning for the Port of Long Beach, California. He was appointed to head the newly-created Division in October 2007 by the Long Beach Board of Harbor Commissioners. The Division is part of the Environmental Affairs and Planning Bureau led by Managing Director Dr. Robert Kanter.
Mr. Shen oversees the planning, design and development of future transportation strategies, as well as the evaluation of the current transportation system. He also helps implement Green Port Policy programs to reduce air pollution from goods movement and represents the Port to regional, state and federal transportation agencies.
Mr. Shen has over sixteen years of professional experience in transportation planning, traffic operations and systems integration. He has an excellent track record for developing and completing innovative transportation programs on time and within budget.
Before joining the Port, Mr. Shen was Transportation Planning and Development Manager for the City of Pasadena, California. He co-authored the award-winning Pasadena Mobility Element, Pedestrian Plan, and the Comprehensive Neighborhood Traffic Management Program Community Handbook. He also managed the preparation of transportation programs in five specific plan areas and oversaw the completion of 350 transportation analyses. In addition, he successfully managed the addition of 300 new bicycle racks and 60 lane-miles of new bikeways through over $1 million of grant funds. As a result, the City of Pasadena was named as the most Bicycle Friendly City of the Year (2004) by the Los Angeles County Bicycle Coalition.
Mr. Shen earned both bachelor’s and master’s degrees in civil engineering from the University of California, Irvine. He is a registered Professional Engineer in Alabama and California (Civil) and a Professional Transportation Planner (PTP), certified by the Institute of Transportation Engineers in Washington DC.
He regularly lectures for transportation courses at local universities and serves on two technical committees of the Transportation Research Board, a division of the National Academies of Science.
Mr. Shen also devotes his time to the community, including serving on a PTSA Board, as an Arcadia Education Foundation Trustee, and as a Scout Leader.
