Steven B. Rubin

Managing Director of Finance and Support Services

Steven B. Rubin is the Managing Director of Finance and Support Services for the Port of Long Beach, California. His appointment to the post, one of the Port’s top four management positions, was approved by the Long Beach Board of Harbor Commissioners in May 2003.

Mr. Rubin oversees more than 130 employees and a combined budget of more than $20 million in the Port’s Administration, Finance, Information Management and Maintenance Divisions.

With nearly 20 years of experience in public and private sector financial management, before joining the Port, Mr. Rubin was Assistant Finance Director for the City of Los Angeles for nearly a year and a half. He managed more than 300 employees and a $40 million operating budget, and the billing and collection of nearly $2 billion in annual revenue. For six years, he was a member of Mayor Richard Riordan’s senior staff serving as Budget Director and Assistant Deputy Mayor for Budget and Policy responsible for developing the city’s annual $4.2 billion capital and operating budget.

In the private sector, Mr. Rubin was a Business Manager for the Transportation Division of AAI Corp., and with Unisys Corp., he was a Senior Financial Analyst. He also worked as a Business Analyst with TRW Inc.

Born in New York City and raised in Honolulu, Mr. Rubin has an MBA in finance and marketing from UCLA and bachelors' degrees from the University of Pennsylvania, including a BS degree in international business from its Wharton School.
