RFP for Port-owned Drayage Truck Registry

The Clean Trucks Program requires the ports of Long Beach and Los Angeles to establish a Drayage Truck Registry (DTR) to identify all trucks conducting business on port property as of October 1, 2008. The DTR will allow the marine terminal operators to comply with the CTP and collect fees defined in the tariff. Recently, the boards of the two ports approved entering into a contract with eModal[2] to develop a DTR. Both boards, however, recognized the need to transition to a Port-owned Drayage Truck Registry (PDTR). In an effort to move to a PDTR the two boards tasked staff with transitioning from the eModal developed DTR to a port-owned system within 6 (six) months. This RFP serves as the mechanism to hire a contractor to develop a PDTR, extract, transform, and load the data from the eModal developed DTR, and maintain the new PDTR.

On November 20, 2006, the Los Angeles and Long Beach Boards of Harbor Commissioners (the "Boards") jointly approved the Clean Air Action Plan (the “CAAP”).  A key component of the CAAP is the Clean Truck Program (the “CTP”), which is being implemented in a phased approach by both the Port of Los Angeles and the Port of Long Beach (the “Ports”) over the next five years.  The Clean Truck Program is expected to reduce emissions from heavy-duty on-road trucks by up to 90% over the next five years.

In October 2007, as the first key step for moving forward with the CTP, the Boards approved a progressive ban of older, dirtier trucks calling at the Ports.  The progressive ban will commence on October 1, 2008, when trucks with manufacture dates prior to 1989 will not be allowed into Port terminals.  The overall progressive truck ban schedule is as follows:

1.1.  Pre-1989 trucks will be banned from entry into Port terminals starting October 1, 2008;

1.2.  1989-2003 trucks will be banned from entry into Port terminals starting January 1, 2010, though 1994-2003 trucks will be allowed entry into Port terminals if they are retrofitted with specified emission reduction equipment; and

1.3.  Starting January 1, 2012, any truck that doesn't meet the USEPA 2007 Heavy Duty On-Road Truck Emission standard will be banned from entry into Port terminals.

In December 2007, the Boards continued their implementation of the CTP with approval of a tariff implementing a Clean Truck Fee (CTF) to help finance the retrofit or replacement of trucks as they are restricted from entry into Port terminals due to the progressive bans.  The fee will result in the collection of $35 per TEU for cargo that is moved by trucks that are not compliant with USEPA 2007 emissions standards, or otherwise exempt from the tariffs passed by the Boards[1].  The Boards further established a Clean Truck Fund to hold the monies collected under the CTF.  The Clean Truck Fund is expected to be comprised of monies collected from the CTF, contributions from each Port, and potentially State Proposition 1B grants.

The CTP tariff also requires the ports of Long Beach and Los Angeles to establish a Drayage Truck Registry (DTR) to identify all trucks conducting business on port property as of October 1, 2008. The DTR will allow the marine terminal operators to comply with the CTP and collect fees defined in the tariff. To meet the goals of the CTP and the anticipated demand from the trucking industry, the DTR must be accurate and reliable. The ports have been working together to define the DTR requirements and implement it expeditiously. Recently, the boards of the two ports approved entering into a contract with eModal[2] to develop a DTR. Both boards, however, recognized the need to transition to a Port-owned Drayage Truck Registry (PDTR). In an effort to move to a PDTR the two boards tasked staff with transitioning from the eModal developed DTR to a port-owned system within 6 (six) months. This RFP serves as the mechanism to hire a contractor to develop a PDTR, extract, transform, and load the data from the eModal developed DTR, and maintain the new PDTR.
