SBE/VSBE PROGRAM OVERVIEW
The Small Business Enterprise/Very Small Business Enterprise (SBE/VSBE) Program was established by an Ordinance, which was approved by the Board of Harbor Commissioners in October 2004.
The Program applies to Port construction, consulting, and procurement contracts managed by the four Port bureaus: 1) Engineering, 2) Environmental Affairs & Planning, 3) Trade Relations & Port Operations and 4) Finance & Administration.
The Program is designed to promote the participation of SBEs and VSBEs on all Port contracts and procurements. It achieves this mission by employing several strategies that begin with the Board establishing annual Port-wide SBE/VSBE participation goals. Port staff then sets contract-specific SBE/VSBE participation goals on applicable construction and professional services contracts, and division-wide SBE/VSBE participation goals on material and supply purchases.
Finally, the Port monitors and reports the SBE/VSBE utilization to the Board in an Annual Report at the end of the fiscal year. Since the Program’s inception, small and very small businesses have received over $400 million in payments either as prime contractors or subcontractors.
The Port uses PB System (hosted by Planet Bids), a web-based procurement system, for managing the contracting and small business participation opportunities. PB System contains many user friendly features, such as access to construction and professional services solicitations; access to current SBEs/VSBEs and electronic reporting capabilities. The system is free to all registrants.
